The Ministry of Administrative Reform and Bureaucratic Reform (PANRB) is confident that the SPBE architecture could accelerate digital government in various ways. The architecture helps remove redundant government business procedures and makes others more efficient.
Another advantage of the SPBE architecture is that it allows for the standardisation of information and communication technology (ICT) and the quality of national digital services, as well as the facilitation of the integration of government services via an interoperability mechanism.
“The Electronic-Based Government System is a government administration that uses smart technologies to provide solutions to SPBE Users,” said Nanik Murwati, Deputy for Institutional Affairs and Administration of the Ministry of PANRB, during a working session in Jakarta with members of the National Electronic-Based Government System Coordination Team (SPBE).
The workshop covered various topics, including attempts to speed the realisation of a digital government with clean, effective, visible, and accountable governance. It was stated that digitalisation based on the SPBE architecture is a basis for the Thematic Bureaucratic Reform programme, which has a broad societal impact.
The Thematic RB’s priorities include poverty reduction, increased investment, and expediting the President’s agenda. At the same time, the SPBE architecture is a fundamental framework for describing the integration of business processes, data, and information, SPBE infrastructure, SPBE applications, and SPBE security to deliver integrated SPBE services.
Additionally, measures to speed up SPBE implementation include setting digital service targets based on the National SPBE Architecture strategic initiative, closely monitored by the Coordinating Ministry, and aligned with the national digital service theme. Then, following the National SPBE Architecture, the SPBE Coordination Team in Agencies must be strengthened to ensure change management in digital transformation in government agencies by 2024.
Indonesia is implementing an Electronic-Based Government System (SPBE) to increase efficiency and avoid corruption. For example, the government aims to prevent crime by using an e-catalogue to document government procurement transaction operations digitally.
One strategy to develop an impactful bureaucracy is to digitise government administration. It is critical to shift the state civil apparatus (ASN) away from routine and toward an innovative culture to improve people’s contentment. However, digitisation must have real consequences or impacts on poverty reduction rates and investment growth to be adopted.
Azwar Anas, Minister for Administrative Reform and Bureaucratic Reform (PANRB), encourages regional heads to be able to adopt digitalisation through the Electronic Based Government System (SPBE) and to learn from areas that have been successful in implementing SPBE. Regional heads can use this to quickly establish SPBE to create an impactful bureaucracy for the community.
On the other hand, the Ministry of Communication and Informatics has established three critical targets for strengthening digital infrastructure and technology in Indonesia by 2023. The Minister of Communication and Informatics, Johnny G. Plate, intends to finish upstream infrastructure projects: the national data centre (PDN) and the Telecommunications Equipment Testing Centre (BBPPT).
The ministry intends to build fibre optic cables, Base Transceiver Stations (BTS), and satellites for upstream digital infrastructure growth. The government set up SATRIA-1 and the Hot Backup Satellite (HBS) for operation in the second quarter of this year and will begin to function later, at the end of 2023.
The ministry also wants to complete the Telecommunication Equipment Testing Centre (BBPPT). BBPPT will be the most significant ICT equipment testing facility in ASEAN. At the same time, PDN will be employed as the backbone for the Electronic-Based Government System (SPBE). The PDN environment will include cloud computing, big data analytics and artificial intelligence, blockchain, and the metaverse. Hence The National Data Centre should lead to a more innovative and advanced government.
