Vietnam has achieved a significant advancement in the global digital governance arena, rising 15 places in the 2024 United Nations E-Government Development Index (EGDI) to secure the 71st position out of 193 countries. This upward shift from the 86th position, where the country had remained for two consecutive evaluations, underscores Vietnam’s notable progress in enhancing its digital government services.
Vietnam’s rise in the EGDI rankings is attributed to substantial improvements in key metrics, including the Online Service Index (OSI), Telecommunication Infrastructure Index (TII), Human Capital Index (HCI), and the E-Participation Index (EPI). These enhancements reflect Vietnam’s ongoing commitment to strengthening its digital infrastructure and expanding its online public services. The country’s progress is particularly notable given its status as a lower-middle-income nation, highlighting its achievements in delivering high-quality digital government services.
In Southeast Asia, Vietnam now ranks 5th out of 11 countries, up from 6th in 2022. This improved position is a result of the country’s strategic investments in digital governance, which have led to better online service delivery and greater citizen engagement. The UN report recognises Vietnam’s successful transition to the “Very High EGDI” group, emphasising the impact of its investments in telecommunications and human capital development.
The United Nations’ 2024 E-Government Survey provides a comprehensive analysis of digital government development across the globe, examining various facets such as online government services, telecommunications infrastructure, digital literacy, and citizen participation.
This year’s report reveals that many countries are increasingly leveraging technology to expand digital services for their citizens and businesses. However, there are still significant disparities between regions, with Europe leading in e-government maturity, followed by Asia, the Americas, Oceania, and Africa.
The 2024 E-Government Survey also introduces a new digital government model, which provides a detailed roadmap for countries to plan, implement, and evaluate their e-government initiatives. This model focuses on an ecosystem-based approach that prioritises good governance, inclusivity, and security. It aims to leverage digital technologies to improve public service delivery, promote inclusivity, and achieve sustainable development goals.
A notable highlight of this year’s report is its focus on the role of artificial intelligence (AI) in the public sector. Vincenzo Aquaro, Head of the UN Department of Economic and Social Affairs’ E-Government Division, pointed out that while AI can significantly enhance efficiency and decision-making, its rapid development has outpaced existing legal frameworks. The report stresses the need for aligning AI regulations with e-government strategies to ensure effective implementation and avoid governance conflicts.
The UN also underscores the importance of addressing the digital divide, which has seen a reduction from 45% in 2022 to 22.4% in 2024. Despite this progress, 1.73 billion people still lack access to basic digital services, with the gap being particularly pronounced in Africa and Oceania.
The report recommends several key actions for countries to enhance their digital governance, including fully digitising public services, improving telecommunications infrastructure, and strengthening legal frameworks for emerging technologies like AI, cloud computing, open data licensing, and digital identity.
Vietnam’s improved EGDI ranking is a testament to its dedication to advancing digital governance and expanding access to online services. The country’s efforts align with broader global trends towards more inclusive and secure digital environments. As Vietnam continues to invest in and develop its digital capabilities, it is poised to further enhance its position as a leader in digital government within the Southeast Asian region and beyond.
