Deputy Prime Minister Trần Lưu Quang has provided official approval for the comprehensive National Statistical Database Project, marking a significant milestone in the country’s pursuit of robust statistical infrastructure.
This visionary project sets forth a multifaceted mission: to conceptualise, develop, administer, and continually update the National Statistical Database (NSD). At its core, the undertaking seeks to serve as a reservoir of accurate, comprehensive, and timely statistical information.
Its intended audience spans the spectrum, catering to the critical managerial and directional needs of the Party, National Assembly, Government, ministries, sectors, and local administrations. Equally crucial is its commitment to fulfilling the diverse demands for statistical insights from both domestic stakeholders and international entities.
Foreseeing a progressive trajectory, the project has set ambitious yet tangible milestones. By 2030, the aspiration is to position the country’s statistical infrastructure at an advanced echelon within the ASEAN region. Looking ahead to 2045, the ultimate ambition is to craft a state-of-the-art global benchmark for statistical systems.
Realising these aspirations involves a meticulous and interconnected set of initiatives. Central to this effort is the refining of institutional frameworks governing statistical data sources. By 2030, this initiative aims to streamline the seamless flow and provision of data, statistical information, and administrative datasets from various government bodies, ministries, sectors, and localities into the NSD.
The architectural blueprint for this transformation includes the mandate for all administrative entities – ministries, sectors, provinces, and cities – to fortify their information technology infrastructure to align with prescribed standards for data and statistical information. These entities are also tasked with establishing robust connections with the NSD’s technical infrastructure by the aforementioned deadline.
The initiative doesn’t stop there. An integral part of this grand design is the deployment of shared applications across 80% of the statistical databases housed within ministries, sectors, and local administrations. Additionally, streamlined processes are envisaged wherein ministries and branches will seamlessly transmit national statistical indicators and survey data as part of the national statistical survey program to the NSD.
No corner of the nation will be left untouched by this monumental initiative. Every locality, from provinces to districts and communes, is slated to establish automated connections to relay statistical indicators to the NSD. This ambitious nationwide endeavour is scheduled for implementation from 2024 to 2030.
To navigate this transformative journey, the project architects have delineated a strategic roadmap. This blueprint encompasses an array of strategies, including institutional enhancement, collaborative synergies with ministries, sectors, and local administrations, infrastructure development, leveraging cutting-edge science and technology, fostering robust international partnerships, and harnessing the expertise and dynamism of the business community.
Moreover, the project is poised to conduct a comprehensive review of the existing regulatory framework, meticulously identifying lacunae and obstacles encountered during the NSD’s deployment. The intention is to propose amendments to the existing Law on Statistics and promulgate directives to erect a robust legal scaffold governing the operations of this monumental database.
The National Statistical Database Project seamlessly aligns with the overarching strategies and objectives outlined in the national digital transformation agenda. Digitising and centralising statistical data through this project corresponds with the broader digital transformation strategies of the nation.
During the commemoration of National Digital Transformation Day, Prime Minister Pham Minh Chinh underscored the theme, “Mining digital data to create values”. This yearly event plays a pivotal role in accelerating the nation’s digital evolution and facilitating the effective implementation of the National Digital Transformation Programme until 2025, with a forward-looking perspective aimed at 2030.
In his address, Prime Minister Chinh highlighted Vietnam’s government objectives, articulating a dual mission of fostering a digital government, digital economy, and digital society, while concurrently nurturing globally competitive Vietnamese digital enterprises. These goals are integral to realising Vietnam’s vision of a robust, prosperous nation and fostering the well-being and contentment of its populace.
