During the Ho Chi Minh City Digital Transformation Week 2023, centred around the theme “exploring digital data, succeeding in digital transformation”, the City People’s Committee officially launched several digital platforms. They are primarily for districts, departments, and branches in Thu Duc City. Ho Chi Minh City intends to enhance and expand the following digital platforms:
Information system to handle administrative procedures:
This is a unified digital platform designed to handle all administrative procedures of the city. Its purpose is to provide individuals, organisations, and businesses with a convenient, quick, and cost-effective means to complete administrative procedures and access online public services. It will aid in establishing the Ho Chi Minh City administration system on digital platforms and advance toward a digital government and smart city.
Management system for digital platforms:
It is a digital platform that synthesises the city’s socio-economic reports based on the criteria of the city’s socio-economic development and integrates the automated exploitation of the commonly shared database. It is expected that the management system will transform the execution, regulation, and inspection of the city’s operations by moving from traditional paper-based procedures and reports to real-time transactions and information system regulation.
Mapping system:
This is the city-wide digital mapping platform. Through this platform, the city consolidates spatial data and attributes of relevant government units in the locality, creating a shared database to support the software applications used by different agencies and units. The system provides high-quality and diverse mapping data, including information about addresses, traffic routes, education, healthcare, environment, and administration, among other domains.
After successfully promoting the system for receiving and responding to people’s inquiries through the 1022 switchboard for many years, there are plans to further enhance and integrate the 1022 system into the city’s dedicated hotline. This hotline focuses on handling complaints and suggestions from residents and businesses, serving as an interactive platform and the primary communication channel between the local community and municipal authorities. It offers five reception channels and encompasses 15 interaction categories.
City-wide digital transformation assessment system:
The Ho Chi Minh City Digital Transformation Index (DTI) assessment system will be launched this year.
This set of indicators is designed to gauge and evaluate the extent of digital transformation, including digital government, digital economy, and digital society initiatives, undertaken by various departments and branches. DTI is constructed using six primary indicators and 32 component indicators, and it is measured with advanced technology.
In August, OpenGov Asia reported that the city had secured the second position among 63 provinces and cities in the country in the 2022 Digital Transformation Index (DTI), which was released this year. This marks the third consecutive year in which the city has received a commendation for its successful digital transformation initiatives.
The city has set an ambitious goal to become a smart city by 2030, achieving milestones in e-government, e-enterprises, and transitioning into an electronic society. Authorities have recognised the significance of establishing a robust digital data foundation as a fundamental element in its digital transformation and smart city development.
So far, it has achieved the successful integration of an electronic authentication and identification system for its citizens. This integrated system seamlessly connects with the National Population Database under the management of the Public Security Ministry, the National Public Service e-portal, the Database on Administrative Procedures managed by the Government Office, and other crucial national databases such as social insurance and justice.
