Vietnam’s Digital Transformation Agenda

According to Nguyen Duc Trung, Deputy Director of the Enterprise Development Department (EDD) at the Ministry of Planning and Investment (MPI), the most efficient way for businesses to boost capacity and competitiveness, as well as to adjust to new trends, is through digital transformation.

The EDD reported that from 2021 to 2023, the department has leveraged resources from international bodies and collaborated with various agencies, associations, and organisations to execute a programme that aids businesses in their digital transformation endeavours for 2021-2025. The programme concentrates on increasing awareness, and building databases, tools, documents, and platforms to elevate businesses’ responsiveness and create an ecosystem to support their digital transformation efforts.

The integration of software and technological solutions into a company’s management activities is essential, as it facilitates the resolution of current issues, particularly in the face of a rising volume of orders. To deploy these solutions effectively, companies require substantial support from experts. This assistance will enable companies to minimise costs and resource usage while making the most of the functions of software and technology solutions.

The department referenced a survey conducted by the MPI, indicating positive changes in enterprises’ awareness and recognition of the necessity for digital transformation. Numerous businesses have advanced to the stage of digitising data, standardising procedures, adopting digital technologies, and moving towards digital transformation on a broader scale.

Nonetheless, experts suggest that these achievements remain relatively limited, as businesses, particularly small and medium-sized enterprises, continue to grapple with various challenges during the digital transformation journey. The MPI has established an objective within the digital transformation support programme: by 2025, a minimum of 100,000 businesses will benefit from the initiative, and 100 enterprises will receive tailored assistance to become successful models in the realm of digital transformation.

In 2024-2025, the programme will emphasise intensive training to enhance the digital transformation capabilities of businesses. This will include specialised training for department heads, managerial personnel within enterprises, digital technology engineers, and consulting experts.

In 2020, Vietnam initiated a nationwide digital transformation programme to modernise government administration, enhance business operations, and transform the way people live and work. This programme is dedicated to creating a secure, inclusive, and extensive digital ecosystem. The national digital transformation initiative serves a dual purpose of advancing both the digital government and economy while fostering Vietnamese digital enterprises with global capabilities.

Last month, the Minister of Information and Communications (MIC) unveiled a strategy to create digital transformation centres in cities and provinces throughout Vietnam, to introduce digital solutions to the local community. These centres, overseen by the MIC, will furnish guidance on digital transformation and supply business-focused applications. A single location will be chosen as a pilot for a digital transformation centre this month, with the overarching objective of aiding localities and businesses in surmounting obstacles on the path to complete digital transformation.

As OpenGov Asia reported, MIC will also provide instructional manuals to assist localities in their digital transformation efforts. All ministries, sectors, and localities have established steering committees dedicated to digital transformation and have formulated digital strategies. The ministry anticipates that by 2025, Vietnam will have 80,000 digital technology companies, which will meet at least 50% of digital technology and services from government agencies.
