In its 13th year of operation, the Electronic Transactions Development Agency (ETDA), an agency dedicated to fostering confidence in secure electronic transactions among Thai citizens, has taken an opportunity to promote digital transformation awareness. A notable aspiration is for Thailand’s digital prowess to be ranked among the world’s top 30. ETDA’s forthcoming direction in 2024 is exciting, as it amplifies its role as a Co-Creation Regulator.
Several key initiatives are being pursued to foster trust in online transactions among the Thai population. First, there is a focus on expanding the use of Digital ID, particularly within government services, to meet people’s needs and encourage widespread adoption. This involves the creation of at least 24 ID Providers (IDPs) that adhere to Digital ID standards, offering users more options.
Additionally, efforts are underway to accelerate the development of crucial standards, such as those for storing identity documents, identity verification for foreigners, and power of attorney for legal entities. The Face Verification Service (FVS) expansion is also prioritised for digital face identification and electronic signature certification.
Furthermore, a supervisory framework is being established for Digital Platform Services (DPS) to ensure fairness and transparency in their operations. Compliance with Best Practices and the DPS law will be encouraged to protect consumers and enhance trust.
A list of legal digital platforms is set to be disclosed, and a DPS Governance Framework is in development for overseeing platform business services with good governance. A manual for customer authentication of platform services will be drafted, and the ETDA centre will be upgraded to handle complaints effectively.
Promoting AI with good governance is another crucial aspect of this strategy, aiming to mitigate risks and improve competitiveness. Establishing the “Artificial Intelligence Governance Centre (AIGC Centre)” will expand the use of AI Governance Guidelines and toolkits, initially focusing on the healthcare sector and extending to finance and other areas. The government is prepared to guide interested agencies and offer AI courses for executives and operational-level workshops.
Lastly, there’s a strong emphasis on digital adoption and transformation in both the public and private sectors. This includes skill development among citizens and professionals in high-demand careers. Initiatives range from service providers in the ETDA Sandbox to supporting entrepreneurs, particularly SMEs.
The ADTE Institute (Academy of Digital Transformation by ETDA) offers training workshops with agencies like the Department of Skill Development. The development of digital community coaches ensures sustainability and digital literacy knowledge is disseminated through the ETDA Digital Citizen (EDC) curriculum, catering to various segments of society, including the deaf and hard of hearing.
To further commit to fostering a digital society and advancing the digital economy, ETDA, in collaboration with government and private sector partners, is gearing up for an annual occasion scheduled for next year. This occasion will be a conference and exhibition, building upon the themes discussed during today’s four occasions. It will feature various speakers from both domestic and international arenas, along with engaging booths representing various industries. Thai products will also be showcased, inviting everyone to participate and explore the digital frontier collectively.
