Members of the youth union and young individuals in Tuyen Quang, a province in the north-eastern mountainous region of Vietnam, have embraced their role as trailblazers in digital transformation, the government has stated. Province authorities have implemented various measures to enhance their understanding of digital transformation and motivate them to actively participate in this endeavor.
In Tuyen Quang, the executive committee of the Ho Chi Minh Communist Youth Union has collaborated with the provincial Department of Information and Communications, as well as the People’s Committees of Tuyen Quang City and its districts, to arrange training programmes focused on e-administration.
During May, over 1,000 members of the youth union participated in the training courses, where they received guidance on using the Tuyen Quang ID application and e-commerce tools on online messaging networks. These digital platforms help facilitate local e-administration processes. Additionally, the residents of the region were given step-by-step instructions to create their accounts on portals, submit online documents, utilise public digital signatures, and access citizen data.
According to locals, the training course has helped them realise the role and responsibility of young individuals in driving digital transformation within the community. The knowledge acquired during the course will enable them to effectively assist other residents in accessing and utilising services offered on digital platforms.
Recognising the necessity for continuous and ongoing digital transformation, local youth have actively prioritised its application in the economic development sphere. For instance, a green agriculture cooperative has been able to sell four tonnes of products daily through a social networking platform. Similarly, a homestay business has established itself as a prominent tourist destination by forging partnerships with businesses in tour development and promoting special offers online. The homestay attracts over 500 groups of vacationers annually.
During the inauguration event of the volunteer youth campaign for 2023, the executive committee revealed a total of 299 business accounts on one of the country’s most popular communication platforms. These accounts belonged to various units of the Ho Chi Minh Communist Youth Union in Tuyen Quang.
The Deputy Secretary of the provincial Ho Chi Minh Communist Youth Union highlighted that these accounts serve as a platform for sharing updates regarding youth union initiatives, distributing guidelines from the Party and the State, and receiving proposals and suggestions from young individuals.
Numerous collectives have been formed to facilitate digital transformation within the “single-window” system of communes and districts, offering assistance to individuals and businesses in their administrative procedures. Furthermore, QR codes will be implemented soon at tourist attractions, ensuring that visitors have access to comprehensive information.

This platform, known as the Human Resources for Innovation – Startup Ecosystem (USAID WISE) program, was launched along with a workshop titled “Future of Jobs in the Digital Economy”.
The online platform, created by IT industry experts, serves as an information system that provides valuable insights into different career paths within the IT industry. Its primary objective is to equip aspiring professionals with the necessary skills to succeed in the field.
The Digital Workforce initiative, sponsored by USAID and the Ministry of Planning and Investment, is part of Vietnam’s national strategy for the 4th Industrial Revolution, with a vision for 2030.
The swift adoption of digital transformations in Vietnam underscores the preparedness demonstrated by both the government and its citizens in pursuing advancements toward economic transformation.
