Abdullah Azwar Anas, Minister for Administrative Reform and Bureaucratic Reform (PANRB) encouraged the Balikpapan Public Service Mall (MPP) to start transforming into a Digital MPP as part of the government’s efforts to digitise various government areas. Anas urged Balikpapan City to create a robust Electronic-Based Government System (SPBE), as the working mechanism at IKN will be electronic-based and digital.
He emphasised the significance of digitalisation in Balikpapan, as it was the gateway to the Nusantara (archipelago’s) National Capital (IKN) and played a vital supporting role. Digitalisation would raise investment, accelerate economic growth, and provide more jobs for the community.
“Innovation is crucial. So how can an investment in the region flourish? It begins with initiatives and drives from local government officials!” he stated during a talk with Balikpapan City civil cadre (ASN) at the Balikpapan City Hall in East Kalimantan.
Anas noted that the SPBE was an effort to accelerate the government’s digital transformation, which would result in improved public customer experience. In 2022, the Balikpapan City SPBE Index was 3.05, with a ‘good’ predicate. ICT aspects, SPBE organisers, and service domains have been met in the internal policy domain.
The government will connect their services in the future with a single sign-in for convenient access to all government digital platforms. However, the digital public service sector that the government now owns still needs to be more cohesive per agency, per sector, and a silo-based system, resulting in the data entry process being repeated. Furthermore, the public must create many accounts for the government’s digital-based public services.
The Mayor of Balikpapan, Rahmad Mas’ud, applauded the PANRB Minister’s directions. The Balikpapan City Government would move harder to meet people’s expectations and produce breakthroughs. “Hopefully, we will be able to interpret the Minister’s instruction, and we will continue to push Balikpapan to become a city that supports IKN.”
The Ministry of PANRB has continued accelerating the growth of digital MPP in various regions. Before he visited Balikpapan, Anas launched the Central Lampung District Public Service Mall. The facility has become the 111th MPP in the country to be opened and is now open to the public. The Central Lampung MPP has 161 different services provided by 12 Central Lampung Regency Government entities and 17 vertical/external organisations.
Minister Anas controls the numerous services when directly observing the Central Lampung MPP. He assisted in the distribution of many community service products, including marriage books, halal certifications, and electronic ID cards. Minister Anas praised the new milestone for public services in Central Lampung and urged the local administration to continue optimising community services.
The Digital Public Service Mall (MPP) is being implemented under the directives of Deputy President KH Ma’ruf Amin. In response, the Ministry of PANRB met with 17 regional governments from East Java Province and Lubuklinggau City to explore technology usage, including the Digital MPP requirements.
Two services would be introduced in the early stages of MPP Digital development. Demographics administration and licencing services were chosen because the public most regularly uses them. Meanwhile, there are 11 criteria for organising MPP Digital. These services include general information, queues, consultations, complaints, Community Satisfaction Surveys (SKM), performance reporting, document processing and tracing, commitment, platform, sustainability, security, and user trials.
The Ministry of Administrative and Bureaucratic Reform is currently constructing a National Public Service Portal, which includes the Central Public Service Portal and the Regional Public Service Portal/Digital MPP, in collaboration with various other stakeholders, including the Ministry of Home Affairs. This is done to unify government services.
