The SmartASN application was introduced as a trial project for system administration in four government entities in Indonesia: The Ministries of State Secretariat, Administrative Reform and Bureaucratic Reform (PANRB), State-Owned Enterprises (BUMN), and State Administration Agency (LAN).
SmartASN is a digital platform for ASN management and collaboration that serves as a cooperation channel or forum for ASN to receive employee services and support HR development practices (human capital practises) in the digital ecosystem.
SmartASN suggested becoming a general application in the field of ASN personnel management. It is one of the actions performed by the PANRB Ministry to accelerate digital transformation, according to Secretary of the PANRB Ministry Rini Widyantini.
Katmoko Ari Sambodo, Assistant Deputy for the Acceleration of Digital Transformation for HR Management Apparatus at the Ministry of State Administrative and Bureaucratic Reform, explained that the SmartASN programme has ten modules. Employee, Finance, Learning, Social Media, Group, Talent, Performance, Vendor, Time, and Agency are among the modules available.
“The piloting procedure is divided into stages. We are currently demonstrating three primary modules: performance, talent, and learning (e-learning),” Ari elaborated.
The SmartASN programme will be implemented in 78 ministries and institutes by 2023 and in all local governments by 2024. Ari disclosed that in November 2022, four pilot project agencies participated in a pilot socialising of the SmartASN application. This experimental programme will run until March and April of 2023.
“In the future, we will monitor and evaluate the piloting implementation,” he continued. He went on to say that the SmartASN programme would be accessible in an Android device form.
As a pilot project and to promote the usage of the application, the Ministry of PANRB hosted an introduction to the SmartASN within the Ministry of PANRB in South Jakarta. All PANRB Ministry officials and employees can begin accessing and testing the SmartASN application via the link.
Rini expects the PANRB Ministry staff to provide feedback and suggestions for developing a better SmartASN application.
“Hopefully, this SmartASN programme will enable an agile and collaborative ASN work mechanism in government organisations, particularly at the Ministry of Administrative and Bureaucratic Reform,” Rini added.
Through digital transformation, Indonesia attempted to advance the government’s capacities in obtaining digital skills and running a seamless service process. The Ministry of Communication and Informatics recently enhanced its civil servants’ digital capabilities through the Government Transformation Academy (GTA) Training for State Civil Servants (ASN). The training would improve understanding of computer devices, office software, and information security awareness for everyday working needs.
The Digital Talent Scholarship Programme in the GTA offers four basic ICT training themes. Among the training, themes are Basic ICT Training, Graphic Designers, Video Productions, and Junior Network Administrators. Any ASN from anywhere in Indonesia who satisfies the qualifications can register online and participate in the programme.
The programme will consist of 30% information or knowledge and 70% exercise, with Indonesian language modules thrown in for good measure. The instructional materials can be obtained and reviewed independently before, during, and after training using the Learning Management System (LMS). In addition, the ministry has built separate training support facilities and infrastructure for individuals with disabilities.
Furthermore, the Indonesian government will increase the number of data scientists and digital skills in the open recruitment for civil servant applicants in 2023. However, some employees may need help due to the new standards and more digital transformation, and the government is now analysing which functions may be affected by digital advances.
