In alignment with the ambitious goals of the Digital India vision, the Ministry of Electronics and Information Technology (MeitY) is advancing its efforts to enhance digital governance through the Capacity Building Scheme managed by the National e-Governance Division (NeGD).
A significant component of this initiative is the Digital Government Senior Leaders’ Programme (DGSLP), which aims to empower senior government officials with the knowledge and skills necessary to lead digital transformation in the public sector.
The DGSLP is designed to develop the competencies required for officials to effectively conceptualise and implement e-Governance projects. The programme offers an in-depth exploration of various aspects of digital governance, including:
Contemporary Issues: The challenges and opportunities associated with managing large-scale e-Governance projects.
Successful Implementations: Insights into the execution of projects, including best practices and common obstacles.
The latest edition of the DGSLP is being conducted as a 6-day intensive workshop in collaboration with the Indian Institute of Management Bangalore (IIM-Bangalore). Running from July 29 to August 3, 2024, this workshop is attended by officials from both Central Line Ministries and State departments. The partnership with IIM-Bangalore highlights the programme’s commitment to providing high-quality training and expertise.
The inauguration of this workshop was marked by the presence of senior officials from NeGD, MeitY, and IIM-Bangalore, emphasising the significance of this initiative. The DGSLP is meticulously designed to offer participants a comprehensive understanding of the benefits and potential impacts of digital government on public service delivery, citizen engagement, and organisational effectiveness.
The programme also addresses contemporary issues faced in managing large-scale digital governance projects, drawing on experiences from successful implementations and the challenges encountered along the way.
This workshop represents the fourth batch of the DGSLP since its launch in October 2022. It is part of the broader Capacity Building scheme under the Digital India Programme, which aims to cultivate essential skills across all levels of government. This initiative reflects MeitY’s commitment to enhancing the capabilities of government officials to drive effective digital transformation.
The Digital India Corporation (formerly Media Lab Asia), established by MeitY, plays a crucial role in advancing e-Governance. The corporation supports the Digital India Programme by promoting various projects and activities and providing strategic support to Ministries and Departments at both the Central and State levels. Its key responsibilities include:
Leadership and Support: Steering and anchoring the Digital India Programme, along with related policy and implementation initiatives.
Policy and Implementation Assistance: Supporting MeitY with policy and implementation issues concerning ongoing and new ICT initiatives.
e-Governance Strategy Development: Assisting Ministries and Departments in crafting strategies to enhance accountability, efficiency, efficacy, and transparency.
Talent and Resource Sourcing: Providing access to technical expertise in hardware, software, networks, and cybersecurity.
Innovation Promotion: Evolving models for citizen empowerment and promoting participatory governance through various platforms, including social media.

It is championing digitalisation to enhance efficiency, transparency, and accessibility in public services, fostering innovation and economic growth. UMANG, the Unified Mobile Application for New-age Governance, is a comprehensive platform that delivers a broad range of e-government services to Indian citizens.
The DGSLP initiative, in collaboration with IIM-Bangalore, underscores a proactive approach to building the necessary skills and knowledge to drive digital innovation within the public sector. By focusing on cutting-edge digital government strategies and fostering industry-academia collaboration, the programme aims to improve public services and drive sustained economic and technological advancements.
