As Vietnam positions itself for accelerated economic development and technological advancement, experts are calling for the establishment of a comprehensive AI policy framework to drive the growth of the artificial intelligence industry while mitigating potential risks.
Outlined in the Prime Minister’s Decision No. 127/QD-TTg, the national strategy for research, development, and application of AI by 2030 underscores the critical importance of building a robust legal system and framework tailored to the unique challenges and opportunities presented by AI.
Deputy Minister of Science and Technology, Nguyen Hoang Giang, realises that Vietnam cannot afford to overlook the transformative potential of AI. However, he stressed the necessity of ensuring responsible development, aligned with Vietnamese culture and practices, to effectively address the multifaceted challenges associated with AI implementation.
Giang underscored the imperative for digital technology advancement to be accompanied by ethical considerations, highlighting the need for a harmonious balance between technological progress and ethical standards to safeguard against potential societal risks.
In line with these objectives, the Ministry of Science and Technology is actively advocating for the promulgation of a dedicated law on the digital technology industry to the National Assembly. This legislative initiative aims to create an enabling environment for digital technology development, positioning it as a pivotal force for driving national economic growth and innovation.
Nguyen Phu Tien, Deputy Director of the National Digital Transformation Department under the Ministry of Information and Communications, outlined plans to develop and refine legal frameworks concerning the establishment and sharing of data for AI testing purposes. These initiatives are designed to facilitate AI testing across various sectors by providing a structured legal policy framework conducive to innovation and experimentation.
Moreover, the Ministry has tasked the department with overseeing the pilot implementation of large language models and virtual assistants, alongside the development of a benchmark set for evaluating the quality and efficacy of such AI-driven technologies. By leveraging strategic testing and evaluation mechanisms, Vietnam aims to enhance the effectiveness and reliability of AI applications in diverse fields.
In alignment with these efforts, the Ministry of Science and Technology has proposed the approval of a comprehensive national strategy on AI research, development, and application by 2030. This strategic initiative seeks to catalyse Vietnam’s AI industry growth, positioning the country as a prominent player in the global AI landscape.
