The government continues to accelerate the transformation and integration of digital services in accordance with the directives of President Joko Widodo. A meeting was held, led by the Coordinating Minister for Maritime Affairs and Investment, Luhut Binsar Pandjaitan, and attended by the Minister of Administrative and Bureaucratic Reform, the Minister of Home Affairs, the Minister of Communication and Informatics, the Deputy Minister of State-Owned Enterprises, Kartika Wirjoatmodjo, and the Head of the National Cyber and Crypto Agency (BSSN to discuss the acceleration of digital service transformation.
“We discussed in detail, led by Mr Luhut, with a focus on the establishment of Govtech, strengthening digital population identity or Digital ID, and optimising the Government Cloud as part of the National Data Centre ecosystem. These three aspects form the foundation for a significant leap in government digital services, marking the first time in history that Indonesia is in the process of having integrated digital services, not fragmented as it has been so far,” said the Minister of Administrative and Bureaucratic Reform, Abdullah Azwar Anas.
Minister Anas stated that support from each relevant institution can aid in expediting the presence of government digital services in Indonesia. “The President’s directive emphasises that the integration of government digital services is a necessity in the effort to improve services to the public. The next steps to be taken are to ensure harmony with the existing governance,” he added.
The integration of digital services has been mandated through the assignment of the State-Owned Enterprise Perum Peruri as the GovTech Indonesia unit, named INA Digital. This instruction has been solidified in Presidential Regulation No. 82/2023. GovTech will guide the national integration of digital services. Minister Anas is optimistic that, with the commitment and hard work of the relevant ministries/agencies, the integration of government digital services will soon be realised this year.
Coordination led by Minister Luhut regarding the strengthening of Digital ID, the transformation of Perum Peruri into GovTech, and the government cloud has been mapped out and can be executed immediately. “Technical mapping is done by the relevant ministries/agencies; all must be completed by January 22 and executed immediately according to the President’s directives,” stated Minister Anas.
In the meeting, Minister Luhut urged the Ministry of State-Owned Enterprises to transform Perum Peruri into a world-class GovTech promptly. He mentioned the need for acceleration in the recruitment process and the transformation of Digital Human Resources.
Regarding digital population or Digital ID, Minister Tito, along with Minister Budi, can soon agree and collaborate on the development and utilisation of Digital ID. Luhut’s target is to conduct a pilot in June/July 2024.
Further, the Ministry of Communication and Informatics is also predicted to take the necessary proactive steps to finalise policies related to the Government Cloud. This is not only intended to expand the National Data Centre ecosystem but is also anticipated to provide a significant boost in accelerating the development of Priority SPBE services, which is the primary focus of the government.
In this context, the role of the National Cyber and Crypto Agency becomes crucial in ensuring stronger information security during the implementation of these digital services. The efforts to strengthen information security are expected to provide a solid foundation for the success of implementing the Government Cloud and instil confidence in the government and the public regarding the security and integrity of the associated data.
Moreover, the Ministry of Communication and Informatics is entrusted with the responsibility to promptly finalise the determination of reference prices (rate man hour) as mandated by Presidential Regulation No. 82/2023. In light of this, the Financial and Development Supervisory Agency (BPKP) is predicted to play an active supervisory role, ensuring that the acceleration of digitalisation policies is not only realised but also executed with high accountability.
The collaboration between the Ministry of Communication and Informatics, the National Cyber and Crypto Agency, and BPKP is a key factor in guaranteeing the success and integrity of the government’s digitalisation policies. Thus, this collective effort will likely result in significant progress in realising an efficient and secure digital transformation for the benefit of the country and its citizens.
