In early January 2024, the Minister of State Apparatus Empowerment and Bureaucratic Reform (PANRB) discussed the GovTech strategic plan as a means of accelerating digital transformation in Indonesia. Subsequently, Abdullah Azwar Anas proceeded to hold a strategic meeting with the State-Owned Enterprise (BUMN) Peruri in Jakarta. This meeting was convened to outline and delve into the readiness of BUMN Peruri as a key pillar in realising the vision and mission of GovTech Indonesia.
Peruri, a State-Owned Enterprise (BUMN) with a specific mandate for currency printing in Indonesia, takes centre stage in the grand vision of Indonesia Emas (Golden Indonesia). Minister of State Apparatus Empowerment and Bureaucratic Reform, Abdullah Azwar Anas, firmly believes that the economy serves as the fundamental foundation for development, underscoring the urgency to expedite strategic measures that support inclusive and sustainable economic growth.
During the meeting, Minister PANRB and representatives from BUMN Peruri engaged in intensive discussions on various aspects related to the government’s technological transformation (GovTech) in Indonesia. This constructive dialogue encompassed performance evaluations, identification of potential improvements, and strategic planning to ensure that BUMN Peruri emerges as a leading entity in supporting GovTech initiatives in Indonesia.
Minister Abdullah Azwar Anas emphasised the crucial role of BUMN Peruri in establishing a robust and efficient information technology infrastructure to support various government programmes. The readiness of BUMN Peruri as a primary partner in realising GovTech Indonesia took centre stage in the discussions, including concrete steps to optimise the role of BUMN Peruri in enhancing public services and bureaucratic efficiency.
During the meeting, Anas urged BUMN Peruri to accelerate transformation activities to build capabilities. This acceleration is deemed necessary as the President has mandated BUMN Peruri to become GovTech according to Presidential Regulation No. 82/2023 on Accelerating Digital Transformation and National Digital Service Integration.
Anas stated that the acceleration of transformation should encompass technical implementation and development capabilities, recruitment and management of digital human resources, as well as compliance through assignment agreements, collaboration, and legal aspects. He highlighted three main challenges for Peruri that need focus for the success of the assignment, namely internal capabilities, assignment mechanisms, and strategic communication.
According to Anas, GovTech, as Indonesia’s digital team, possesses organisational capabilities, supports responsible ministries and agencies, recruits the best digital talents, and ensures the sustainability of government digitalisation. GovTech also strengthens cybersecurity, protects personal data, and focuses on priority digital systems or applications. Anas expressed that the focus on priority systems is being developed and implemented comprehensively, including integrated public services and digital public infrastructure (DPI).
Integrated public services mentioned include education, health, social assistance, and online driving license services (SIM online). Meanwhile, DPI includes basic digital identity, data exchange platforms, and digital payments integrated into the government administration portal and public service portal.
Anas hopes that the recruitment or mobility of digital talents to BUMN Peruri will be completed by January 2024. These talents are planned to be sourced from the digital teams of government agencies, digital talents from other SOEs, and the recruitment of human resources from Perum Peruri. “The fulfilment of these human resources needs attention because BUMN Peruri, as GovTech, has a significant and strategic assignment for the progress of the nation,” he explained.
Meanwhile, the CEO of Peruri, Dwina Septiani Wijaya, acknowledged that the transformation of BUMN Peruri into GovTech has been well-prepared through coordination with the National SPBE team. “Currently, the readiness of human resources is the main focus at Peruri. However, with the human resources we have and the support from the SPBE team, everything can be realised more quickly,” said Dwina.
The numerous transformations undertaken by BUMN Peruri can serve as valuable experience in the GovTech realm. These transformations include the shift from High-Security Security Printing Products to High-Security Digital Products, such as Peruri Code, Peruri Sign, and Peruri Trust. “Being appointed as GovTech Indonesia marks the next milestone in our company’s journey as a government-owned technology company that is a trusted partner in preserving authenticity, security, and sovereignty,” she concluded.
