Hong Kong’s Smart Government Innovation Lab has announced that one of its incubated tech firms is now ready to have its solution be acquired by other firms, government agencies and academic institutions.
Solution description
The sound remote population health survey and return visit service system, combines voiceprint recognition VPR, language recognition ASR, natural language understanding NLP, language synthesis TTS and other AI technologies, to the target group (such as those who have been infected with COVID-19 and quarantined).
The aim is to help government agencies quickly collect and build information on clerks and health status files within a specific period (such as the 14-day quarantine period). Use Case
The “Wensheng” remote crowd health survey and return visit service system can be applied to epidemic prevention and control.
Managers deploy the survey plan to the “Wensheng” system through the management background in advance. The robot automatically calls the surveyed population according to the plan and collects the surveyed person.
Information such as a patient’s activity trajectory, health status, and quarantine duration. At the same time, you can confirm your identity through voiceprint recognition, and actively collect the physical and mental health status of the respondent by detecting cough and emotional recognition.
Through the mastered information, managers can quickly make further prevention and control measures can prevent the spread of the epidemic, and long-term follow-up and return visits to key personnel can also be conducted.
The manual phone service can make a maximum of 200-300 calls per day, while the intelligent robot can make 1200-1500 calls, the service efficiency is increased by 5-6 times, and a lot of labour costs are saved for public service units.
About the Smart Government Innovation Lab
In 2018, the Government established the Smart Government Innovation Lab to explore hi-tech products such as AI and relevant technologies, including machine learning, big data analytics, cognitive systems and intelligent agent, as well as blockchain and robotics from firms, especially local start-ups.

New HK budget prioritizes InnoTech
Systems like the aforementioned TeleVoice AI Robot Solution are examples of the types of innovative technologies the HKSAR Government is on the lookout for.
OpenGov Asia recently reported that innovation and technology is an important growth engine for future economic development and pointed out that the Government is developing two InnoHK research clusters at the Science Park.
While one cluster focuses on healthcare technologies, the other focuses on artificial intelligence and robotics technologies.
With the first batch of research and development centres expected to be set up this year, the Government is actively exploring the establishment of a third InnoHK research cluster.
From April onwards, the Technology Voucher Programme will be enhanced by increasing the Government’s funding ratio to 75% and funding ceiling to $600,000. The number of approved projects will also go up – increasing to a maximum of six.
