Vietnam cooperating with India for ICT development; signs agreement with Korean agency on digital signatures

MOU with Ministry of Electronics and Information Technology of India

On March 29, the Ministry of Information and Communications (MIC), Vietnam has signed a Memorandum of Understanding (MOU) with the Ministry of Electronics and Information Technology of India (MeitY) to establish a joint working group for the implementation of cooperation agreements between the two ministries.

In November 2015, the Indian government had committed a Line of Credit of USD 1 billion to promote projects that support physical and digital connectivity between India and ASEAN, including Vietnam. Minister Truong Minh Tuan expressed his appreciation for the same and hoped to share experiences with MeitY on information security and related technology, policy development and e-government projects. According to a report in Vietnam News, the India Minister for Communications, Manoj Sinha said that the Indian government has been focusing on programmes for extending digital connectivity, especially to people in rural areas, and was ready to share its experience on this issue with Vietnam.

The two countries will also work together on feasible projects in the areas of e-gov, smart cities etc.Training courses will be organised for Vietnamese staff on state management of ICT.

Minister Truong Minh Tuan said that the IT sector in Vietnam has higher annual growth rate compared to other fields and is generating revenue of nearly $ 40 billion, contributing 25% of Vietnam's GDP. Currently, Vietnam has about 52 million Facebook users, of which 21 million users ccess social networks through mobile devices. Vietnam’s Government has identified IT as an important driving force for the development and modernization of the country, and is following the ICT Development Strategy to 2020. Cooperation between the two countries.

Cooperation agreement with Korea Information Certificate Authority

The National Electronic Authentication Centre (NEAC) under the MIC signed a cooperation agreement with the Korea Information Certificate Authority Incorporated (KICA) on March 27. KICA is the first organization to be accredited as a licensed certification authority by the government in Korea and it provides identity confirmation, guarantees regarding secure transactions, and a compensation system that is protected by law. 

As part of the agreement, KICA will provide insights into the implementation of legal documents using digital signatures. State documents can be managed using digital signatures. NEAC and KICA will also cooperate and study the possibility of developing new services in the field of digital signatures to promote e-government and e-commerce transactions in Viet Nam.

They will exchange and share experiences to enhance NEAC’s capacity in building technical systems policies while improving Viet Nam’s technical infrastructure operation and management capability of Root Digital Certificate Authentication (RootCA).

The sharing of South Korean experiences in the implementation of electronic authentication services is expected to help apply best practices in Viet Nam.
