The Ministry of Communications and Informatics Indonesia (MOCI or Kominfo) and stakeholders in the ICT field have compiled an Occupational Field Map of ICT, covering 125 positions in 14 key areas.
The Ministry of Manpower, the Ministry of PPN (value-added taxes and goods & services tax), KADIN (Chamber of Commerce and Industry), BNSP (National Agency for Professional Certification), and professional associations in the field of ICT were among the parties involved in the drafting of the ICT Occupational Map.
This Map is expected to serve a reference for the industry, education, and government sectors, as well as the wider community. he map provides a standard reference of qualifications and competencies for the different occupations.
IT professionals and companies in Indonesia would be able to utilise the occupational map to determine the types of skills and competencies required for various information and communications technology jobs. It would also help them to develop and design training strategies to gain mastery over those skills and continue on-job development.
In the area of education, it can provide guidance for curriculum development in training institutions and universities. Students and teachers/ lecturers can refer to the map for aid in the process of learning and teaching.
It is expected to lead to improved competency among Indonesian workers, so that they are at par with workers from other countries and help the nation compete with other countries in today’s connected, digital world.
For the government, this occupation map can be used as a foundation for setting up a framework for the management of the flow the foreign workers between countries.
During 2016, President Joko Widodo issued Presidential Instruction No. 9/2016 for improving the quality of vocational high schools in a bid to create a better match between skills required by industry and education imparted. One of the mandates in the Instruction is to speed up the completion of the Indonesian National Work Competency Standards (SKKNI).
Since 2005, 36 SKKNI have been compiled in the field of ICT, initiated by Kominfo itself or by other agencies. A total of 21 SKKNI among these have been enacted under the MoCI Regulation No. 24 of 2015. SKKNI-based certification has also been provided to more than 15,000 people. In the press release, the Ministry admits that perhaps the number is not significant enough when compared with the number of vocational education graduates in ICT, which is in excess of 500,000 each year, but at least the community is becoming aware of the importance of SKKNI.
